Netzer emigrated to Germany in 1983 with his parents and settled in Stuttgart, where he graduated. He returned to Romania and in 1994 enrolled in film and theatre classes at the University of Bucharest. Over the following years he shot a series of shorts, including Maria, which won the 1997 Jury Prize at the Prix Europa in Berlin and at the Bucharest Film Festival. In 2003 he wrote and directed the feature film Maria, which won the Grand Jury Prize at the Locarno Film Festival and the Silver Leopard for the two lead actors.
