What's He Building? is about a man named Bill, who stumbles upon a new neighbour moving in across the street. Being a family man, Bill invites his wife out to greet his neighbour. He waves at The Man and to his surprise The Man ignores him and walks into his house. After several attempts to make contact with The Man and being rebuffed every time, Bill becomes suspicious that he's hiding something and sets out to find what he's up to. (Tinker Films)
