Steven Seagal now makes movies just to keep making them, and also to have the opportunity to touch and exploit naked women. There isn't much other reason behind it. He can still bend his arms well in relatively static shots, but he seems more interested in convincing us that he's a great speaker now because he talks a lot in his films. The action is then on others or missing altogether as in this case.
