The fifth season started at a significantly slower pace than the beginning of the previous series, hence the decrease in rating. On the other hand, I see no reason to further lower the rating, as the episode clearly introduced me to new circumstances and environment, as well as the main plot, so I am looking forward to the continuation. If the rule continues to apply that Saul will have shorter beard with each series, he will probably have a smooth face in the next one.
