MacArthur näyttää värikkään portretin erikoisesta kenraali Douglas MacArthurista (1880-1964). Kapinallisesta, joka asettui aina kansan taakse. Hän haastoi sekä armeijan että politiikan korkeimmat henkilöt, mutta sai kuitenkin kunnioitusta toisen maailmansodan ehkä parhaimpana sotastrategina. Elokuva seuraa kenraalin myrskyisää uraa: perääntymisestä Japanin joukkojen alta Filippiineillä, missä hän myös ilmoitti legendaarisesti "I shall return!", aina Korean sotaan saakka, jolloin hän joutui eroamaan tehtävästään ollessaan täysin eri mieltä silloisen presidentti Trumanin kanssa. Elokuvan tuottaja, Frank McCarthy, oli itse yksi kenraaleista toisen maailmansodan aikana. Seitsemän vuotta ennen MacArthuria hän toimi tuottajana Oscar-voittaja elokuvassa Panssarikenraali Patton.
