The story of The Monarch House, a government funded experimental institution for the criminally insane located in the rural countryside. Its patients/inmates are given free reign of the 7-acre estate to do as they please while being subjected to various new methods of drug and psychotherapy. A specially designed microchip surgically implanted into the back of the patient's neck, and a high-voltage invisible fence surrounding the perimeter of the property, prevents any successful escape. Nurse Janet Steele arrives at Monarch House to begin her new job under the guidance of the reputable, but controversial, Dr. Bloom.
