"The Terror of the Tongs" is a film that lacks a significantly good storyline. The main character is quite ordinary and, therefore, mainly the Chinese, or at least those who appear to be Chinese, push this story forward. There are cruel scenes, but most of the cruelty happens off-screen. In this regard, it is somewhat toothless, but there was an effort. If you are not die-hard fans of Hammer films, it is possible that this film may not appeal to you as much.
