September 24, 1990. The Gulf War. Two United States Air Force F-16 fighter jets make a routine reconnaissance run in the no-fly zone over Iraq, when a Iraqi jetliner is spotted in NATO airspace. Captain Lee Banning (Robert Patrick), on alert, prepares to chase the straggler home. Captain John "Doc" Holiday (Rutger Hauer) flies in for a closer look and then, inexplicably, prepares to attack. When Iraqi MIGs hurtle in from nowhere to defend the helpless passenger jet, Holiday takes them out. Banning is stunned, and as Holiday next sets his sights on the commercial plane filled with innocent lives, Banning is forced to shoot him down.
