Crime prevails in the Udaka district. The district attorney has been trying to lock the local gangster Katsumata away for some time now, but was unable to come up with enough evidence to pin him. Every time they had a lead on Katsumata's activities, witnesses disappeared. When assault charges are pressed against him, the attorney's luck begins to turn around.
