Pelon hetket on piinaava psykologinen trilleri, jossa nuori nainen (Sandra Bullock) katoaa selittämättömästi, lähettäen poikaystävänsä Jeffin (Kiefer Sutherland) vuosikausiksi etsimään kadonnutta rakkauttaan. Edes uusi tyttöystävä (Nancy Travis) ei saa häntä luopumaan pakkomielteestään. Kaiken aikaa tytön kidnappaaja – laskelmoiva psykopaatti (Jeff Bridges) – seuraa Jeffiä, johdattaen tätä täsmälleen samaa vaarallista polkua, joka johti tyttöystävän katoamiseen.
